This Study Bank is a compilation of verses throughout Scripture that speak about the heavenly court that ministers to God, and by whom He governs the world. When helpful, some context is provided for each verse. The purpose is to show that God has chosen to at least partly govern the universe through the mediation of angelic beings, and then began to include human beings as well. This lays a more comprehensive foundation for the Catholic doctrine of the communion of the saints (see Quote Archive | The Communion of Saints: Intercession and Relics).

In the year that King Uzziah died I saw the Lord sitting upon a throne, high and lifted up; and his train filled the temple. 2 Above him stood the seraphim; each had six wings: with two he covered his face, and with two he covered his feet, and with two he flew. 3 And one called to another and said:
“Holy, holy, holy is the Lord of hosts;
the whole earth is full of his glory.”
4 And the foundations of the thresholds shook at the voice of him who called, and the house was filled with smoke. 5 And I said: “Woe is me! For I am lost; for I am a man of unclean lips, and I dwell in the midst of a people of unclean lips; for my eyes have seen the King, the Lord of hosts!”
6 Then flew one of the seraphim to me, having in his hand a burning coal which he had taken with tongs from the altar. 7 And he touched my mouth, and said: “Behold, this has touched your lips; your guilt is taken away, and your sin forgiven.” 8 And I heard the voice of the Lord saying, “Whom shall I send, and who will go for us?” Then I said, “Here am I! Send me.”

Angelic Beings in Heaven
In the thirtieth year, in the fourth month, on the fifth day of the month, as I was among the exiles by the river Chebar, the heavens were opened, and I saw visions of God. 2 On the fifth day of the month (it was the fifth year of the exile of King Jehoiachin), 3 the word of the Lord came to Ezekiel the priest, the son of Buzi, in the land of the Chaldeans by the river Chebar; and the hand of the Lord was upon him there.
4 As I looked, behold, a stormy wind came out of the north, and a great cloud, with brightness round about it, and fire flashing forth continually, and in the midst of the fire, as it were gleaming bronze. 5 And from the midst of it came the likeness of four living creatures. And this was their appearance: they had the form of men, 6 but each had four faces, and each of them had four wings. 7 Their legs were straight, and the soles of their feet were like the sole of a calf’s foot; and they sparkled like burnished bronze. 8 Under their wings on their four sides they had human hands. And the four had their faces and their wings thus: 9 their wings touched one another; they went every one straight forward, without turning as they went. 10 As for the likeness of their faces, each had the face of a man in front; the four had the face of a lion on the right side, the four had the face of an ox on the left side, and the four had the face of an eagle at the back. 11 Such were their faces. And their wings were spread out above; each creature had two wings, each of which touched the wing of another, while two covered their bodies. 12 And each went straight forward; wherever the spirit would go, they went, without turning as they went. 13 In the midst of the living creatures there was something that looked like burning coals of fire, like torches moving to and fro among the living creatures; and the fire was bright, and out of the fire went forth lightning. 14 And the living creatures darted to and fro, like a flash of lightning.
15 Now as I looked at the living creatures, I saw a wheel upon the earth beside the living creatures, one for each of the four of them. 16 As for the appearance of the wheels and their construction: their appearance was like the gleaming of a chrysolite; and the four had the same likeness, their construction being as it were a wheel within a wheel. 17 When they went, they went in any of their four directions without turning as they went. 18 The four wheels had rims and they had spokes; and their rims were full of eyes round about. 19 And when the living creatures went, the wheels went beside them; and when the living creatures rose from the earth, the wheels rose. 20 Wherever the spirit would go, they went, and the wheels rose along with them; for the spirit of the living creatures was in the wheels. 21 When those went, these went; and when those stood, these stood; and when those rose from the earth, the wheels rose along with them; for the spirit of the living creatures was in the wheels.
22 Over the heads of the living creatures there was the likeness of a firmament, shining like crystal, spread out above their heads. 23 And under the firmament their wings were stretched out straight, one toward another; and each creature had two wings covering its body. 24 And when they went, I heard the sound of their wings like the sound of many waters, like the thunder of the Almighty, a sound of tumult like the sound of a host; when they stood still, they let down their wings. 25 And there came a voice from above the firmament over their heads; when they stood still, they let down their wings.
26 And above the firmament over their heads there was the likeness of a throne, in appearance like sapphire; and seated above the likeness of a throne was a likeness as it were of a human form. 27 And upward from what had the appearance of his loins I saw as it were gleaming bronze, like the appearance of fire enclosed round about; and downward from what had the appearance of his loins I saw as it were the appearance of fire, and there was brightness round about him. 28 Like the appearance of the bow that is in the cloud on the day of rain, so was the appearance of the brightness round about.
Such was the appearance of the likeness of the glory of the Lord. And when I saw it, I fell upon my face, and I heard the voice of one speaking.
Daniel
A Decree Against Nebuchadnezzar from the Watchers, the Holy Ones Above
13 “I saw in the visions of my head as I lay in bed, and behold, a watcher, a holy one, came down from heaven. 14 He cried aloud and said thus, ‘Hew down the tree and cut off its branches, strip off its leaves and scatter its fruit; let the beasts flee from under it and the birds from its branches. 15 But leave the stump of its roots in the earth, bound with a band of iron and bronze, amid the tender grass of the field. Let him be wet with the dew of heaven; let his lot be with the beasts in the grass of the earth; 16 let his mind be changed from a man’s, and let a beast’s mind be given to him; and let seven times pass over him. 17 The sentence is by the decree of the watchers, the decision by the word of the holy ones, to the end that the living may know that the Most High rules the kingdom of men, and gives it to whom he will, and sets over it the lowliest of men.’ 18 This dream I, King Nebuchadnezzar, saw. And you, O Belteshazzar, declare the interpretation, because all the wise men of my kingdom are not able to make known to me the interpretation, but you are able, for the spirit of the holy gods is in you.”

But now I will return to fight against the prince of Persia; and when I am through with him, lo, the prince of Greece will come. 21 But I will tell you what is inscribed in the book of truth: there is none who contends by my side against these except Michael, your prince.

The Angelic Patrol of the Earth
7 On the twenty-fourth day of the eleventh month which is the month of Shebat, in the second year of Darius, the word of the Lord came to Zechariah the son of Berechiah, son of Iddo, the prophet; and Zechariah said, 8 “I saw in the night, and behold, a man riding upon a red horse! He was standing among the myrtle trees in the glen; and behind him were red, sorrel, and white horses. 9 Then I said, ‘What are these, my lord?’ The angel who talked with me said to me, ‘I will show you what they are.’ 10 So the man who was standing among the myrtle trees answered, ‘These are they whom the Lord has sent to patrol the earth.’ 11 And they answered the angel of the Lord who was standing among the myrtle trees, ‘We have patrolled the earth, and behold, all the earth remains at rest.’

12 What he saw was this: Onias, who had been high priest, a noble and good man, of modest bearing and gentle manner, one who spoke fittingly and had been trained from childhood in all that belongs to excellence, was praying with outstretched hands for the whole body of the Jews. 13 Then likewise a man appeared, distinguished by his gray hair and dignity, and of marvelous majesty and authority. 14 And Onias spoke, saying, “This is a man who loves the brethren and prays much for the people and the holy city, Jeremiah, the prophet of God.” 15 Jeremiah stretched out his right hand and gave to Judas a golden sword, and as he gave it he addressed him thus: 16 “Take this holy sword, a gift from God, with which you will strike down your adversaries.”

6 And between the throne and the four living creatures and among the elders, I saw a Lamb standing, as though it had been slain, with seven horns and with seven eyes, which are the seven spirits of God sent out into all the earth; 7 and he went and took the scroll from the right hand of him who was seated on the throne. 8 And when he had taken the scroll, the four living creatures and the twenty-four elders fell down before the Lamb, each holding a harp, and with golden bowls full of incense, which are the prayers of the saints; 9 and they sang a new song, saying,
“Worthy art thou to take the scroll and to open its seals,
for thou wast slain and by thy blood didst ransom men for God
from every tribe and tongue and people and nation,
10 and hast made them a kingdom and priests to our God,
and they shall reign on earth.”
11 Then I looked, and I heard around the throne and the living creatures and the elders the voice of many angels, numbering myriads of myriads and thousands of thousands, 12 saying with a loud voice, “Worthy is the Lamb who was slain, to receive power and wealth and wisdom and might and honor and glory and blessing!” 13 And I heard every creature in heaven and on earth and under the earth and in the sea, and all therein, saying, “To him who sits upon the throne and to the Lamb be blessing and honor and glory and might for ever and ever!” 14 And the four living creatures said, “Amen!” and the elders fell down and worshiped.

Angels Who Minister to God, and Bring the Prayers of the Saints to Him
When the Lamb opened the seventh seal, there was silence in heaven for about half an hour. 2 Then I saw the seven angels who stand before God, and seven trumpets were given to them. 3 And another angel came and stood at the altar with a golden censer; and he was given much incense to mingle with the prayers of all the saints upon the golden altar before the throne; 4 and the smoke of the incense rose with the prayers of the saints from the hand of the angel before God. 5 Then the angel took the censer and filled it with fire from the altar and threw it on the earth; and there were peals of thunder, loud noises, flashes of lightning, and an earthquake.

Human Beings Reign with Christ from Heaven
4 Then I saw thrones, and seated on them were those to whom judgment was committed. Also I saw the souls of those who had been beheaded for their testimony to Jesus and for the word of God, and who had not worshiped the beast or its image and had not received its mark on their foreheads or their hands. They came to life, and reigned with Christ a thousand years. 5 The rest of the dead did not come to life until the thousand years were ended. This is the first resurrection. 6 Blessed and holy is he who shares in the first resurrection! Over such the second death has no power, but they shall be priests of God and of Christ, and they shall reign with him a thousand years.
